If you've got Adobe Premiere 5.1 then you'll find a program called MegePEG on the Premiere disc. It's a cut down version of the full retail version and okay for small section you want to encode.
There is another free encoder. It's called BBMPEG. I can't remember where to find it, but I'm sure you'll come across it by doing a few web searches.
Other than that, you could purchase Media Cleaner.

Just an update to this very old thread. There is a very good (& FREE) MPEG encoder called TPMEG Encoder. It can be downloaded from www.tmpgenc.com.

True!

Developers do need to get a license to create MPEG2 related software!

but if there's a need for it, someone is going to supply it (legally or not)

TMPGEnc is the best MPEG freeware converter... eariler version had MPEG2 support... then it got popular... so the author removed it before he got sued!

If you want to do MPEG2 - then keep a look out for those eariler verrsions, or the numerous hacks that are floating around the web.
